Food self-sufficiency and progress

If I feel part of the global food system and to actively participate and believe it to function correctly, then I can say that I have food self-sufficiency.
But if I had no say in the matter and, indeed, I am sure that we are wrong but I have no means to intervene in the system, then I have not food self-sufficiency.
